I work in the cultural and creative sector, am I eligible for the Samenwerking & Schaalvoordelen subsidy?

You are eligible for the Samenwerking & Schaalvoordelen subsidy if the SBI code (see Chamber of Commerce (NL: KvK) extract) of at least one self-employed person within the intended cooperation appears on the list of SBI codes. The list of SBI codes is included in the rulebook.

Please note: The applicant for the subsidy must be active in the cultural and creative sector and, therefore, be registered under an SBI code that is included on the list.

I do not work in the cultural and creative sector, am I eligible for the Samenwerking & Schaalvoordelen subsidy?

You are only eligible for the Samenwerking & Schaalvoordelen subsidy if the SBI code (see Chamber of Commerce (NL: KvK) extract) of at least one self-employed person within the intended cooperation appears on the list of SBI codes. The list of SBI codes is included in the rulebook.

I work in the cultural and creative sector, but my SBI code is not on your list of SBI codes. Am I not eligible for the Samenwerking & Schaalvoordelen subsidy?

No, you must be registered with the Chamber of Commerce (NL: KvK) under an SBI code that appears on the list of SBI codes. The list of SBI codes is included in the rulebook.

I and/or my partner are registered under the wrong SBI code. Can my and/or their SBI code change so that we do qualify for the subsidy?

You can adjust your SBI online at the KVK (ENG: Chamber of Commerce) or add an SBI code. If that is done, a new application can be made.

What are examples of collaboration initiatives between self-employed individuals that fit within this subsidy?

Examples of fruitful collaborative initiatives could include (but are not limited to):

  • Artists/makers who coordinate activities to attract a wider audience and achieve greater impact and reach on the arts and urban climate.
  • Artists/makers who rent a studio together.
  • Artists/makers who explore how they can make better use of their studio together, for example, by continuing as an association that offers memberships and can receive donations.
  • Art teachers who jointly develop (and provide) an art education program for secondary education.
  • Artists/makers who set up a BV together in order to be able to take on larger projects.
  • Artists/creators who jointly conduct market research into the potential of setting up an online platform for specific target groups in the cultural and creative sector.

Until when can an application be submitted for the subsidy?

The Samenwerking & Schaalvoordelen subsidy will close on 1 May 2025.

Is it necessary for me and/or my collaboration partner to submit the application myself/ourselves?

One of the collaborating self-employed individuals must submit the application on behalf of the other collaboration partner(s), in connection with privacy legislation.

I would like to discuss the collaboration I have in mind. Who can I contact?

The substantive assessment of the submitted applications is carried out in collaboration with the knowledge and service center CAOP. CAOP supports the applicant in refining the collaboration plan and provides financial and administrative expertise. Do you have a question about submitting an application or the collaboration plan, or would you simply like to exchange ideas about the collaboration you have in mind? The award for the Exploratory Contribution is based on the collaboration plan. What information should I include in the collaboration plan?

In the collaboration plan, outline how the partnership will be structured to clearly demonstrate economies of scale and establish a professional approach to your plans. Explain how you will assess potential economies of scale and the strategies for achieving them. Costs incurred for this purpose (excluding travel expenses), as well as your own working hours (up to a maximum of 50 euros, excluding VAT), may be included. While the purchase of materials and equipment is not covered under this subsidy, researching potential purchasing options is. To substantiate the costs, a detailed p x q calculation (price multiplied by the number of hours) must be provided for each cost item.

Am I allowed to compensate myself for the hours I dedicate to the collaboration and include them in the budget as part of the collaboration plan to be submitted?

Yes, as long as the hours are specifically dedicated to the exploration or preparation of the collaboration and would not have been incurred otherwise. For example, time spent searching for a financial advisor can be compensated and included in the budget.

The application was approved and we then explored the possibilities for a collaboration, but ultimately decided not to realize the collaboration. Can we still claim the Exploratory Contribution?

Yes, if your application is approved, you will receive the exploratory contribution. Keep the paid invoice from the advisor; we can request it in a sample.

Our collaboration has taken on a structural and concrete form and the exploratory phase shows that it yields economies of scale. How can we apply for the Incentive Contribution?

Send an email on behalf of the collaborating self-employed individuals to samenwerking@oogvoorimpuls.nl and attach official documents to the email that show the turnover of each collaborating self-employed person in the past financial year. This can be done, for example, with approved annual reports or annual accounts filed with the Chamber of Commerce (NL: KvK). You also need to attach a document in which the collaboration has been officially confirmed, for example, a contract or a collaboration agreement. In the subject line, state “Application for Incentive Contribution Samenwerking subsidy” and your application number.

Information on how to submit an application for the Incentive Contribution can also be found in the email that the applicant received upon approval of the Exploratory Contribution.

The self-employed individual(s) I want to work with has/have a professional practice that is established not in the Netherlands. Can we submit an application?

No, all freelancers involved must be active in the Dutch cultural and creative sector.

It is possible to explore whether there is a possibility of (partly) setting up a business activity abroad. Example: two Dutch musicians who want to make music together in Germany.
